During the Q&A session at this morning’s Power Breakfast, several participants seemed to be advocating that City and County Government be required to buy local. Is that better for taxpayer’s, or are free markets better?

Generally not a big fan of “required” however it does seem appropriate for everyone to buy local whenever possible.
